Is Khelo24Bet legal in India? The short answer, then the law behind it

No. The Promotion and Regulation of Online Gaming Act, 2025, together with its 2026 Rules, has outlawed online money games in every Indian state from 1 May 2026 — any game played for a stake in the hope of winning money, whether the game counts as skill or chance. A casino lobby taking rupee deposits from players in India, Khelo24Bet included, falls inside that definition, wherever the company behind it is registered.

That is the legal position. What it means for you as a player is a narrower question, covered below.

An Indian woman in her forties seen in three-quarter view at a dark wooden desk under a warm lamp in the evening, a closed hardback book beside her, looking down at an Android phone held at chest height in her own right hand, its screen angled slightly toward us; the near-black screen shows the single large word "Law" in white above three short grey lines

What does the 2025 Act actually ban?

Three activities, each one on its own:

  1. 1
Offering an online money game to people in India.
  2. 2
Advertising one, including through influencers and banner placements.
  3. 3
Processing payments for one — the part that involves banks and payment apps.

Before the Act, Indian law drew its line between skill games and chance games, and most money games argued their way onto the skill side. The 2025 Act removed that line for online play: a stake plus the hope of a money win is enough. Online social games and e-sports sit outside the ban and are handled by a separate authority. Free modes that take no stake are not money games at all.

Does the Act punish the player?

The offences in the Act are written for those who offer, promote or pay for money games, not for the person who places the bet. That does not make playing safe. In practice the effects reach the player another way: payment routes get closed, addresses get blocked, and an account on a lobby that has to keep moving is an account with nobody in India to complain to if a withdrawal never arrives.

Then why does Khelo24Bet still open?

Blocking works address by address. A brand that operates from outside India can keep publishing new addresses faster than old ones are blocked, which is one reason so many near-identical names turn up in search. A lobby that loads is not a lobby that is allowed — it only means that this particular address has not been blocked yet.

Is Khelo24Bet real or fake?

Real in one sense: a working lobby with live tables, slots and a cashier. That says nothing about which of the many similar addresses you are on, and nothing about whether a payout will reach you. Treat the brand as real and every individual host as unproven until you have checked it against an address you trust.

What about state law and Sikkim?

Betting is a state subject under the Constitution, and states had their own rules long before 2025 — in 2026 the Supreme Court upheld Tamil Nadu and Karnataka laws restricting online games played for stakes. The central Act now sits on top of all of them. Claims that Khelo24Bet is "licensed in Sikkim" or "legal in Goa" refer to rules for physical casinos and lotteries inside those states; they do not cover an online lobby open to the whole country.

What this site does with that

We describe the Khelo24Bet lobby because people search for it, and we will not tell you it is legal when it is not. The gold button heading every page belongs to another casino platform, and the same Act applies to it. Whether to play anywhere for money is your call; the facts above are what that call rests on.
